Working with alcohol in New South Wales comes with a legal obligation, and it applies from your very first shift. This guide walks through what the card is, who needs one and exactly how to get your RSA in NSW, so there are no surprises between finishing your training and starting work.

Under the Liquor Act 2007, it is an offence to sell, serve or supply alcohol in NSW without approved Responsible Service of Alcohol (RSA) training. The requirement applies to both the individual and the venue, so an inspector who finds an untrained staff member behind the bar can penalise the worker and the licensee.
The reasoning behind the law is practical rather than bureaucratic. Alcohol-related harm tends to start with small decisions made under pressure: serving one more drink to someone already showing signs of intoxication, accepting an ID you believe might be fake, letting a group get louder than the room can absorb. RSA training gives you a script for those moments and the legal backing to hold the line.
There is also a straightforward career argument. Most NSW hospitality employers will not progress an application without a card number, so it is one of the few pieces of paperwork that genuinely opens doors.
You need one if any part of your role involves alcohol reaching a customer. That includes:
If you are unsure whether a role qualifies, the safest assumption is that it does. The exemptions are narrow and the penalties for non-compliance are significant.
The Australian Institute of Food Safety (AIFS) is approved by Liquor & Gaming NSW (L&GNSW) to deliver RSA training under the nationally recognised unit ‘SITHFAB021 - Provide responsible service of alcohol’. You can enrol with AIFS and start the RSA NSW course online the same day.
The course is made up of six modules covering NSW liquor laws, the signs of intoxication, dealing with minors and secondary supply, refusal of service and your own responsibilities as a staff member.
Assessment comes in three parts: knowledge questions at the end of each module, practical video assessments and a final written assessment. The role plays ask you to demonstrate a refusal of service scenario on camera, which is then marked by an approved assessor.
Once you've passed, your provider lodges the result with L&GNSW within three business days. L&GNSW then emails you an interim RSA certificate. This interim certificate allows you start work straight away, so you're not left waiting while you apply for your RSA competency card.
The final step is in person. Take your interim RSA certificate and photo ID into any Service NSW centre within 90 days to have your photo taken and your card issued.
Not quite, and the difference trips people up. In most states you finish your training and the certificate itself is the thing you show an employer. NSW works differently. Your training results in an interim RSA certificate issued by L&GNSW, and that interim certificate is a temporary permission to work while you complete the photo card application.
The RSA competency card is the permanent record. It carries your photo and a card number, and it is what a licensing inspector will ask to see. Both matter, but only one lasts.
Five years from the date of issue. Renewal is handled directly through Liquor & Gaming NSW rather than by re-sitting the course, and there is a 28-day grace period after expiry during which you can still renew the same way.
If your card has been expired for longer than that grace period, the renewal path closes and you will need to complete the training again from scratch. It is worth putting a calendar reminder in at the four-year-and-nine-month mark.

Q. Can I complete my RSA training in NSW entirely online?
A, Yes. The training and assessment activities are all done online. Only the final card application at a Service NSW centre needs to happen in person.
Q. How quickly can I start working after completing the RSA NSW course?
A. As soon as Liquor & Gaming NSW issues your interim RSA certificate. You do not need the physical card in hand to begin a shift.
Q. Do I need an RSA certificate to work in a bottle shop?
A. Yes. Packaged liquor retail counts as supplying alcohol, so the same requirement applies.
Q. Can I apply for my RSA competency card anywhere other than Service NSW?
A. No. The photo card application has to be made in person at a Service NSW centre.
